The Office of Intermodal Planning and Investment offers multiple grant opportunities as provided below.
Multimodal Planning Technical Assistance Program
Virginia Office of Intermodal Planning and Investment's (OIPI) Multimodal Planning Technical Assistance Program provides funding to develop implementable plans that advance community visions aligned with the vision, goals, and objectives established by the Commonwealth Transportation Board (CTB) in the statewide transportation plan, VTrans. In addition, the program encourages intergovernmental cooperation, regional planning, public-private partnerships, and coalitions. This program accepts applications on a rolling basis; however, awards are based on funding availability. Eligible entities include:
- Local governments
- Metropolitan Planning Organizations
- Planning District Commissions
- Local or regional transit operators
- Transportation authorities
OIPI provides several opportunities for technical assistance programs and seeks to minimize overlaps between programs. Therefore, technical assistance requests that qualify under Virginia Project Pipeline and the Growth and Accessibility Planning (GAP) Technical Assistance program may not be eligible. Jurisdictions considering this technical assistance program are encouraged to review those two programs first.

Growth and Accessibility Planning (GAP) Technical Assistance Program
The Office of Intermodal Planning and Investment of the Secretary of Transportation offers technical assistance for the following categories of planning activities:
- Component 1: Conduct multimodal Planning within existing or planned Urban Development Areas or Growth Areas
- Component 2: Develop or evaluate strategies to address emerging planning issues
- Component 3: Develop an accessibility planning process
- Component 4: Conduct multimodal planning outside urbanized areas
